EXAMINERS NOTICE 6/2024
PURPOSE:
To create awareness to North Gauteng Deeds Registry officials on the amendment of delegation of power of attorney to transfer, alienate, dealing with Provincial-owned properties or consent to removal of the Pre-emptive Clause as stated in section10A and 10B of Housing Act 107 of 1997 (Removal of the eight year period condition)
BACKGROUND:
Gauteng Department of Human Settlements (GDHS) has been made aware of suspected fraudulent transfers and consent relating to transfer of properties within the 8-year period, which is prohibited by the preemptive clause as stated in the Housing Act, under the names and signatures of Ms Michelle Fredericks, Mr Ronard Stevens and Mr Rajesh Sewkumar
PROCEDURE:
NB: Due to the departure of the below mentioned officials from Gauteng Department of Human Settlements (GDHS), their delegation has been rescinded.
• Mr Ronard Stevens
• Ms Michelle Fredericks
• Mr Rajesh Sewkumar
The delegation to sign Power of Attorney for Provincial-owned properties and signing of consent letters has been awarded to:
• Ms Zanele Dhludla: Chief Director ADARDI and RHT.
Transfers and any other activities with Ms Michelle Fredericks, Mr Ronard Stevens or Mr Rajesh Sewkumar as signatories must be rejected as they do not have authority to deal with any transactions on behalf of Gauteng Department of Human Settlements (GDHS).
This notice comes into operation with immediate effect.

This responsibility takes effect immediately upon your acceptance. Please ensure that you duly sign the letter, of which the signature will be used as a specimen at the office of the Registrar of Deeds.
