Measures to combat Covid-19 Epidemic
- PURPOSE
To inform members of public of the measures taken by Limpopo Deeds Office in response to the National lockdown announced by the President, Mr Cyril Ramaphosa on 23rd March 2020. - MEASURES
The Office will close for operations from 26th March 2020 until the 16th April 2020.
Lodgements will be accepted until the 26 March 2020; however, clients are advised only to lodge after period of lockdown
The Deeds Office will be open for operations outside the normal operating times
Lodgement – will be accepted whole day but it is advisable to only wait for lodgement after lockdown period.
Put forward – will be accepted the whole day until 14h30 on the 26 March 2020.
Execution – will be accepted whole day until 14h30 on the 26 March 2020.
Conveyancers are urged to track their deeds to enable the office to assist in the registration of same.
Information section will be closed from 26 March 2020.
The Registrar in terms of the Deeds Registries Act shall have discretion to permit deeds to be executed or registered before time or expiration of the period determined by him and also to reject deeds not executed or registered within certain time or period.
We urge clients and staff to adhere to safety guidelines to curb spread of Covid-19 virus.

Notice to conveyancers
Please note of the following arrangements in preparation for the anticipated 21 days lockdown announced by the President on the 23rd of March 2020 to assist clients with urgent registration/execution of deeds and documents.
- Permission will be granted for conveyances to track and follow up on urgent transactions which are in the system that are required to be registered on or before the 26th of March 2020 for reasons not limited to rates, financial etc.
- Execution time will be extended as follows:
- Start at 8:00 a.m.
- End at 12:00 p.m.
- Prior arranged late execution/registration will also be accommodated.
- Special Final Black Book will be granted for all requests made was in the above-mentioned timeframe.

Pretoria Deeds Office:
The Registrar Pretoria and Management has taken to register as many matters currently in the system. Preference will be given to matters in the system for longer than 4 days and where Clearances expire.
A urgent request is made not to lodge new matters as it will only clog the system further.
Examiners will be asked to assist with examination of matters in the system already.
The Deeds Office Pretoria will remain open and register on Thursday to assist us.
Special arrangements regarding putting forward is in place.
Please assist us as the Registrar Pretoria and staff are leaning over to accommodate us.

REGISTRAR’S CIRCULAR NO. 3 OF 2020
RESPONSE TO ESCALATION OF MEASURES TO COMBAT COVID —- 19 EPIDEMIC
1. Purpose:
Inform the deed office clients of the measures to be implemented in response to the National lockdown announced by the Honourable President Mr Cyril Ramaphosa.
2. Measures:
2.1. The office will be closed after the 26th of March 2020 midnight, opened after the 16th of April 2020 Midnight or as directed by the Honourable President Mr Cyril Ramaphosa
2.2. There will be no lodgement form Today the 24th March 2020 until the office is opened.
2.3. We endeavour to make all deeds that are currently in the system available for registration before the lockdown comes into effect. We have put in place a hive system of examination where deeds are forwarded to the next level examination as and when they are completely examined.
2.4. Deeds will be made available at fees throughout the day from today (24th March 2020 until Thursday 26th March 2020. (walk-up procedures will apply)
2.5. It will be incumbent upon the Conveyancers to track their deeds throughout the day from today 24th March 2020.
2.6. Registration/Execution will be extended form 10h00 to 15h00 from Today 24th March 2020.
2.7. The office will deliver deeds that were executed before and including the 23rd March 2020 before the national lockdown comes into effect.
2.8. Information Section and Enquires Section will be closed from 25th March 2020 to the public and Conveyancers. Enquiries and 5″ floor strongroom will be opened for inspection of records relating to queries raised on deeds that are currently in the system.
The registrar is relying on the provision of the Deeds Registration Act, Act 47/1937 Regulation 45
(3). “On the expiration of either five or six working days, as the Registrar may determine, after such lodgement and between such hours as the Registrar may in his discretion fix, all deeds proper for execution before the Registrar or registration by the Registrar, and to the execution or registration of which no objection exists, shall be executed before the Registrar or registered by the Registrar,
but the Registrar shall have discretion to permit deeds to be executed or registered before the time or expiration of the period determined by him and also to reject deeds not executed or registered within such time or period.”
