REGISTRAR’S CIRCULAR NO. 2 OF 2020
IMPLEMENTATION OF THE RISK-ADJUSTED APPROACH FOR THE GRADUAL RETURN OF THE EMPLOYEES TO THE WORKPLACE
1. Background
1.1. Following the presidential announcement of the Risk-Adjusted Approach of COVID-19 which introduced Alert Level 4, Deeds Offices were listed as one of the essential services which must resume work to provide their services. It is for this reason that the Deeds Office: King Williams Town will resume business on Wednesday, 13 May 2020.
2. Purpose
2.1. The purpose of this circular is to outline the Occupational Health and Safety obligations of Deeds Office: King Williams Town in taking precautionary measures to protect the workplace, employees, public and clients from the spread of communicable diseases such as COVID -19.
3. Access to the Deeds Office
3.1. Only deeds office employees, security officials and cleaning staff will be allowed inside the office.
3.2. Only 1 conveyancer and 1 clerk per firm will be allowed into the office at any given time.
3.3. The information centre will be closed until further notice. No members of the public will be allowed inside the office.
4. Entering the building
4.1. Every person’s temperature will be taken, and if found to be more than38 Celsius will not be allowed in.
4.2. Only persons with the recommended N95 facial mask, cloth mask and gloves(optional) will be allowed in. Masks must be worn at all times.
4.3. Social distancing must be practiced at all times (1.5 metres apart).
4.4. Every person must regularly wash and sanitize their hands.
4.5. There will be a register at the security entrance. Every person entering will complete the required information in the register. The information will be used for tracing purposes when and if it becomes necessary. Every person will be required to use his/her pen when filling in the register.
5. Lodgement and execution of deeds and documents:
5.1. Lodgement and execution times remain the same as per RC 3/2018.
5.2. Firms must arrange 1 conveyancer per firm to execute deeds.
5.3. Conveyancers/clerks will be required to leave the office by 12h00.
6. Consultation:
6.1. Consultation will be done by appointment or telephonically.
7. Coming into operation of this circular
7.1. This circular comes into operation on the 13th May 2020 until further notice.
